Child abuse in Dominica remains a very serious and deeply concerning issue that affects the safety, development, and well-being of children across the country. Although many cases remain hidden due to stigma, cultural silence and fear of reporting, growing awareness has brought the issue increasingly into public discussion.
Abuse can take many forms including physical, sexual, emotional harm, neglect and its consequences can have lasting effects on victims and communities. Over time, government agencies, civil society organizations and international partners have begun to recognize the importance of stronger child protection systems, public awareness and legal safeguards to ensure that the rights and safety of children in Dominica are properly protected. As awareness grows, there is also a growing need to equip these agencies and support organizations with better tools, resources and services so they can properly investigate allegations of abuse, protect victims and ensure that those responsible are held accountable under the law.
The safety and protection of our children is the most sacred responsibility of any government. In Dominica, the Dominica Reform Party WILL NOT and CANNOT tolerate child abuse or sexual crimes. These acts are a direct attack on the most vulnerable members of our society, and when we form government, we will ensure that those who commit such crimes face the full weight of the law.
Sadly, situations like the recent case involving a man charged with three sexual offences against a nine-year-old child are becoming far too familiar in our society. The accused, after spending only five days on remand at Dominica State Prison, has now been released on bail while the matter proceeds through the courts.
In this particular case, the prosecution did not object to bail, and the court ultimately granted bail in the amount of EC$30,000 with one surety, along with reporting conditions and restrictions related to the alleged victim and witnesses. While the legal process must respect the rights of the accused and the presumption of innocence, many members of the public are asking an important question: When the alleged victim is a child, are our systems doing enough to protect them and to reassure our communities?
For many families, hearing that someone charged with serious sexual offences against a child can return to the community so quickly creates fear, frustration, and a loss of confidence in the justice system. It gives the impression that crimes against children are not being treated with the level of seriousness they deserve.
The Dominica Reform Party will push for long, strict sentences for offenders. Prison is punishment, not a place to live comfortably or to learn skills for personal gain. Those convicted of these serious crimes will be assigned hard, repetitive labor, such as moving holes or performing other physically demanding tasks, with no purpose other than to force them to reflect on the harm they have caused. The work is deliberately redundant and challenging, so that each day serves as a reminder of their actions and the lives they have affected. This is accountability at its most fundamental level, a time to confront the consequences of their deeds, without distraction or reward.
Serious offenders will also be assigned hard labor as part of their sentence, including tasks like maintaining public spaces and performing work that directly benefits the community. These punishments will be designed to hold them accountable and serve justice to victims.
The Dominica Reform Party government will incorporate programs that support our local economy, offenders will participate in projects that help small businesses produce goods for our communities, ensuring that even their labor contributes to something tangible for Dominica. The goal is clear – these criminals must repay their debt to society, maintain the cleanliness and safety of our island and face real consequences for their actions.
Justice does not stop at incarceration. Offenders will serve their full sentences under conditions that emphasize the seriousness of their crimes and the suffering caused to their victims. There will be no shortcuts, no leniency that ignores the harm inflicted. Their time in prison will be structured to make them fully aware that society will not tolerate such violations of trust, and that the pain they caused has real and lasting consequences.
The Dominica Reform Party approach is about protecting everyone’s children, supporting victims, and sending a clear message to anyone who might consider harming others: Dominica will act decisively, firmly and without compromise. Our communities deserve a government that prioritizes their safety, ensures justice is served and holds every offender fully accountable. This is not about rehabilitation for the offender, it is about justice for the victims and the protection of our nation’s most vulnerable.
