Dominica’s Citizenship by Investment (CBI) program has long been touted as a source of national revenue. But the reality has been a system that rewards the top 1% while leaving ordinary citizens, like you with nothing to show for it. Under Skerrit and his government, funds generated through the sale of our passports have largely flowed into political pockets or enriched the top 1% percent, with no tangible benefit to communities or everyday Dominicans. That ends now.

The Dominica Reform Party’s (DRP) vision is to overhaul the CBI program completely. All passports issued illegally or under corrupt practices will be revoked. There will be no refunds, wrongdoing should not be compensated.
Going forward, eligibility will be strict, transparent and tied directly to investment in Dominica and commitment to our communities. Applicants must be of the highest moral and legal standing, no criminals, no aliases and no speculation. If someone wants a Dominican passport, they must be ready to live, work, and invest here.
To reinforce accountability and shared benefit, the new program which we propose to call the “Dominica Integrity Passport Program” (DIPP), will ensure that proceeds will flow directly into the communities of Dominica, not into the government’s or elite friends pockets.
A biannual passport (twice a year) dividend will be issued to citizens, giving residents a tangible share of the program’s success. These funds will be used to support local small businesses, entrepreneurship and everyday expenses like groceries, utilities, and essential services.
This is not a handout. This is an investment in our people and our economy. Unlike previous practices, which saw millions allocated to already wealthy individuals to build a hotel in Newtown or expand businesses, the Dominica Integrity Passport Program (DIPP), will prioritize ordinary Dominicans withfunds for innovative ideas, enabling them to grow local enterprises and contribute to a stronger, more inclusive economy.
For too long, the value of our citizenship has been undermined. A passport is more than a travel document, it represents our people, our nation’s dignity, security and credibility. Under the Dominica Integrity Passport Program (DIPP), Dominica will reclaim the respect and value of its citizenship, ensuring that the benefits of this program are shared fairly, invested wisely and used to uplift our people and our passort integrity.
