35. The Path Forward – Revolutionizing Mining in Dominica: Turning Extraction into Opportunity.

Mining has always been a part of Dominica’s economy, yet there is a stark absence of transparency regarding how much this government actually benefits from this sector. There appear to be no white papers, reports or public accounts detailing what revenue flows from mining to this government.

This is not to suggest that the government earns nothing, but from all publicly available information, we simply cannot find any evidence of meaningful financial returns or community reinvestment. One thing is certain, no business in Dominica operates without contributing to this government.

Mining companies that profit from our Mother of Valleys and Volcanoes, by extracting gravel, stone, pumice, sand, clay, volcanic ash, limestone and other valuable resources, must share a portion of those profits with our people. Dominicans never see any of these revenues meaningfully reinvested into our communities, infrastructure or long-term development.

The Dominica Reform Party (DRP) believes it is time for a bold, forward-thinking approach, a revolutionary reimagining of how mining can benefit Dominica. Mining does not need to be destructive or exploitative, it can be transformative. Under this vision, when companies mine land, they are not only extracting materials, they are also building the future of our nation.

Land left behind by mining must be flattened and repurposed to create housing, commercial spaces and new communities. Mining companies would be required to invest in the development of these structures, working alongside our government to ensure that every project benefits our people.

This idea is revolutionary for Dominica because it transforms a traditionally extractive industry into a driver of development and opportunity. Instead of leaving abandoned pits that scar our land, we can create homes, businesses and infrastructure that meet real community needs. Mining revenue would no longer be invisible or lost into hidden bank accounts, it would become a visible, tangible source of national development.

Our forward-thinking vision means that instead of relying on foreign debt and handouts, we can leverage our own resources to create wealth, jobs and opportunity for Dominicans. Mining would no longer be simply an industry, it would become a nation-building tool, fostering self-reliance, development and prosperity.

A future where Dominica and her people control its own destiny, using natural resources not for extraction alone, but as a catalyst for innovation, progress and social equity.

This vision is bold, practical and achievable. It requires accountability, collaboration and creative thinking and the payoff is immense. By controlling and demanding that mining companies contribute fairly and that land be repurposed for the good of the country, we turn extraction into opportunity, profits into development and natural resources into national wealth.

Dominica has the materials, the land and the talent to make this happen. What is missing is the vision and leadership to harness these resources for the benefit of our people. This is the type of forward-looking, revolutionary thinking that Dominica needs if we are to build a future that is sustainable, prosperous and truly ours.

Mining in Dominica will also directly accelerate the implementation of the New Roots Program and the New Roots & Roof Programs. By preparing and flattening land, mining operations create ready-to-build plots for citizens to establish homes, farms and community spaces. This directly supports the New Duo Roots Programs by making land accessible and usable for families, elders, youth and all renters.

For the New Duo Roots Programs, mining-prepared land enables the construction of houses quickly and efficiently. Materials from mining can help reduce construction costs and leveled land ensures safer, more sustainable housing. In both programs, mining transforms idle or difficult terrain into practical, productive space, allowing these initiatives to reach more people faster and deliver real impact across Dominica.

Mining can be the engine of transformation for Dominica, but only if we reimagine it, regulate it and link it directly to community and national development.
